	"content":"<p style=\"text-indent: 2em; text-align: left;\"><strong>顺庆全媒体 记者 黎涛</strong></p><p style=\"text-indent: 2em; text-align: left;\">城市管理是一道必答题，既检验管理者的民本思维，更考量管理者的智慧。近年来，顺庆区聚焦城市管理难、群众买菜难等问题，及时回应群众关切，设置“潮汐市场”，真正实现服务群众“零距离”，让城市管理充满温度。</p><p style=\"text-align: center; text-indent: 0em;\"><img src=\"https://jrsqoss.newaircloud.com/jrsq/pic/202011/19/s-2fdf-24fdda4af4827fb58-46a6fa4e_batchwm.jpg\" title=\"\" alt=\"image.png\" style=\"text-align: justify; text-indent: 37px; white-space: normal; width: 500px; max-width: 100%;\" nac_w=\"1388\" nac_h=\"925\" data_ue_src=\"https://jrsqoss.newaircloud.com/jrsq/pic/202011/19/s-2fdf-24fdda4af4827fb58-46a6fa4e_batchwm.jpg\" _src=\"https://jrsqoss.newaircloud.com/jrsq/pic/202011/19/s-2fdf-24fdda4af4827fb58-46a6fa4e_batchwm.jpg\"></p><p style=\"text-indent: 2em; text-align: left;\">“新鲜的小白菜，2元钱一斤。”“正宗土鸡，25块钱一斤。”……11月19日早8时许，记者在顺庆区宁安巷“潮汐市场”内看到，各式新鲜蔬菜、水果、小吃、蛋奶产品应有尽有，前来买菜的市民络绎不绝，城管执法人员、社区志愿者分散在市场各处，维护市场秩序。</p><p style=\"text-indent: 2em; text-align: left;\">“以前天天和城管打‘游击战’，背着背篼到处跑，现在给我们划了小摊位，再也不用东躲西藏了。”家住金台镇肖家庙村的赵夕保是一名残疾人，长年在宁安巷卖菜，他告诉记者，他每天早上6点多从家出发，大约7点就能出摊，每天能赚50到80元。</p><p style=\"text-indent: 2em; text-align: left;\">跟赵夕保一样的小摊主，在这条街巷有200多个，他们分别在早上8到10点，下午5到7点营业。所有摊户均在划线内经营，每两个小摊前设置有标识统一的垃圾桶，避免摊主乱扔垃圾，减轻环卫工人的负担。</p><p style=\"text-align: center; text-indent: 0em;\"><img src=\"https://jrsqoss.newaircloud.com/jrsq/pic/202011/19/s1-4292254-4218-9-79c-80897-07c8e_batchwm.jpg\" title=\"\" alt=\"image.png\" nac_w=\"1379\" nac_h=\"919\" style=\"text-align: justify; text-indent: 37px; white-space: normal; width: 500px; max-width: 100%;\" data_ue_src=\"https://jrsqoss.newaircloud.com/jrsq/pic/202011/19/s1-4292254-4218-9-79c-80897-07c8e_batchwm.jpg\" _src=\"https://jrsqoss.newaircloud.com/jrsq/pic/202011/19/s1-4292254-4218-9-79c-80897-07c8e_batchwm.jpg\"></p><p style=\"text-indent: 2em; text-align: left;\">&nbsp; &nbsp; 宁安巷的改变，让老居民陈明芳高兴不已。“这条巷子过去乱得很、堵得很、脏得很，让大家很头痛，现在设置了‘潮汐市场’，城管、社区工作人员每天到场巡逻监管，不仅方便了大家买菜，还改善了生活环境。”陈明芳说。</p><p style=\"text-align: center; text-indent: 0em;\"><img src=\"https://jrsqoss.newaircloud.com/jrsq/pic/202011/19/s28b844-b-c4d8be8442-a438d2e8dbbe_batchwm.jpg\" title=\"\" alt=\"image.png\" nac_w=\"1342\" nac_h=\"906\" style=\"text-align: justify; text-indent: 37px; white-space: normal; width: 500px; max-width: 100%;\" data_ue_src=\"https://jrsqoss.newaircloud.com/jrsq/pic/202011/19/s28b844-b-c4d8be8442-a438d2e8dbbe_batchwm.jpg\" _src=\"https://jrsqoss.newaircloud.com/jrsq/pic/202011/19/s28b844-b-c4d8be8442-a438d2e8dbbe_batchwm.jpg\"></p><p style=\"text-indent: 2em; text-align: left;\">“配设施、优服务、建机制，打出一套管理组合拳。”和平路街道办事处主任赖小英说，宁安巷整洁了，群众买菜方便、菜贩卖菜也安心。</p><p style=\"text-indent: 2em; text-align: left;\">&nbsp; &nbsp; &nbsp;宁安巷是顺庆设立的首个“潮汐市场”便民惠民街巷，在城市管理中收到了显著成效。“一把钥匙开数把锁。”顺庆区先后在春风玫瑰园、义通街等区域设置“潮汐市场”近10个，在双女石路、锦亭路等区域设置便民街区33个，同步规范管理地摊经济，有效化解了城市管理难题，市民的幸福指数节节攀升。</p>",
